I. We adopt Robert’s Rules of Order as our guideline for the NBP.
II. NBP exists for the following purposes:
A. To serve the Church of the Nazarene by acquainting and educating its constituency regarding NBP resources and building expertise that are available for the planning and construction of church-related facilities.
B. To provide interaction and fellowship among Nazarenes involved in the building professions.
C. To make volunteer professional assistance available to all world areas.
III. The NBP may, at its discretion, have a full- or part-time executive secretary, appointed by the Executive Council and approved by the sponsoring ministry and/or division of the general church.
IV. The membership of NBP shall consist of regular members, affiliate members, and honorary members. Regular members must be members in good standing with the Church of the Nazarene.
A. Regular Membership:
1. Registered architects
2. Registered interior designers
3. Registered engineers
4. State-licensed general building contractors or constructors who meet the following qualifications.
a. Experience as a prime contractor or construction manager on a minimum of 10 churches and/or other structures of equal complexity.
b. Full responsibility as the prime contractor or construction manager.
5. Related professionals:
a. Architectural and engineering students or graduates.
b. Designers of church-related facilities
c. Financial consultants
d. Manufacturers’ and suppliers’ representatives
e. e. Contractors and constructors who do not meet qualifications of Paragraph IV.A.4.
f. Others connected with the building industry, such as attorneys/solicitors, real estate agents, etc.
B. Life Members
1. Upon the cumulative payment of $5,000, a member will be named a life member and will be so designated in each issue of the NBP directory.
2. All funds received from life members shall be invested to enable NBP to become increasingly more self-sufficient, or deposited in an NBP account at the donor’s direction. Earnings from the invested funds will be used at the discretion of the Executive Council.
C. Affiliate Members
1. A nonvoting affiliate membership shall be available to building professionals of sister denominations who embrace the Christian faith in the Wesleyan tradition and who otherwise meet the qualifications of regular members.
2. Affiliate candidates must be sponsored by two regular NBP members.
D. Regular and affiliate membership shall be contingent upon submission of the application form and approval by the Executive Council.
E. NBP officers must be regular members.
F. Honorary Membership
1. The director of the sponsoring department, Mission Strategy, the directors of the ministries and services of the General Board; and general officers may become honorary members. Others may be appointed honorary members by the Executive Council.
2. Honorary membership shall terminate when an office is vacated.
G. Voting Procedures
1. NBP officers shall be elected by a plurality of regular members present.
2. Regional vice presidents shall be elected from nominees submitted by the Executive Council.
3. Area coordinators may be appointed by regional vice presidents within their respective regions to assist in local NBP activities.
V. Membership Dues
A. Regular and affiliate membership dues shall be reviewed and adjusted periodically by the Executive Council and announced at each NBP General Convention.
B. Only the following categories shall be exempt from membership dues:
1. Honorary members
2. Life members
3. Pioneer Award recipients
4. Lifetime Achievement Award recipients
VI. Officers of NBP
A. Executive Council
1. President
2. Regional vice president, East (Eastern Nazarene College and Mount Vernon Nazarene College regions)
3. Regional vice president, Mideast (Olivet Nazarene University and Trevecca Nazarene University regions)
4. Regional vice president, Midwest (MidAmerica Nazarene University and Southern Nazarene University regions)
5. Regional vice president, West (Northwest Nazarene University and Point Loma Nazarene University regions)
6. Executive secretary
7. The Mission Strategy director shall be an ex officio member of the Executive Council.
B. Duties of NBP Officers
1. President. As chief executive officer of NBP the president shall:
a. Convene and preside over all NBP Conventions, Executive Council meetings, and membership meetings.
b. Assign tasks, goals, and schedules to regional vice presidents and ad hoc committees as agreed upon by the Executive Council.
c. Develop and delegate programs and business to be conducted at all NBP meetings
d. Be responsible for the quarterly publication of the NBP Newsline, the main communication medium between members.
e. Work closely with the other officers to insure a smooth transition when the president’s term of office expires.
2. Regional Vice President. As the elected representative of two education regions to the Executive Council, each regional vice president shall:
a. Attend all Executive council meetings, NBP conventions, and special called meetings.
b. Develop, coordinate, and conduct NBP seminars or other functions within the two educational regions that he or she represents.
c. Promote and coordinate the recruitment of regular and affiliate members in cooperation with the executive secretary.
d. Impartially refer all requests for advice or assistance from pastors, district superintendents, or general church representatives to NBP members within the respective education regions.
e. Develop and conduct regional NBP membership meetings in conjunction with NBP seminars with the objective of increasing participation, communication, and fellowship opportunities.
f. Perform other duties as assigned by the president and approved by the Executive Council.
3. Executive Secretary. As the only officer who can be reappointed to the same office the purpose of providing continuity, the executive secretary shall:
a. Preside over the election of officers at each NBP General Convention.
b. Oversee the maintenance of NBP statistics, records, archives, and financial statements by the Mission Strategy staff.
c. Serve as membership chair and coordinator, promoting, coordinating, and recording the recruitment of new members by the regional vice presidents.
d. Maintain communications with Mission Strategy staff regarding all considerations and decisions of the Executive Council and NBP membership.
VII. Rotation of Officers
A. The president shall be elected from the four immediate past regional vice presidents at each NBP General Convention.
B. Four new regional vice presidents shall be elected at each NBP General Convention.
C. A secretary/treasurer pro tem shall be appointed by the newly elected Executive Council from among its officers.
D. Election of officers shall be by plurality of ballots cast by members present.
E. Elected officers shall serve from the close of one NBP General Convention through the next. Elected officers cannot succeed themselves.
VIII. Executive Council
A. Composition: The Executive Council shall be composed of the president, the four regional vice presidents, the executive secretary, and the Mission Strategy director.
B. Vacancies: The Executive Council is empowered to fill vacancies that may develop between NBP General Conventions
C. Nominating Committee: The Executive Council shall be the Nominating Committee.
D. Complaints or Charges: The Executive Council shall be authorized to investigate any written complaint or charge made against an NBP member. Following an investigation, the Executive Council may take action as it deems appropriate, including disciplinary sanctions or dismissal, providing that before such action is taken the accused member shall be notified of the charge and have an opportunity to respond thereto. The Executive Council’s decision will be final.
IX. Executive Council Meetings shall be in accordance with the Policy and Procedures, Order of Meetings Statement, or on special call by the officers.
X. Ad Hoc committees, appointed by the Executive Council, may include the following:
A. Membership Committee (Credentials)
B. Sourcebook Committee
C. Finance Committee
D. Constitution and Bylaws Committee
E. Educational Committee
F. Projects and Task Force
G. Publications Committee
H. Public Relations Committee
XI. Changes in the Constitution and Bylaws shall require a two-thirds vote of NBP regular members who are present and voting at a duly called meeting and must be approved by the Mission Strategy director.
